        Born in 1944. After graduation from Harbin Science and Technology University in 1968, he served in army and obtained the rank of deputy division commander. From 1988 to 1996 one after another he has been in charge of Department of Privately Owned Small Enterprise, Department of Enterprise and Fair Transaction Bureau of Beijing Industry and Commerce Bureau and National Industry and Commerce Bureau. Since 1966 he has been Secretary General of China Consumers' Association.
