Miss Elsie Leung, 61, is the Secretary for Justice of the Hong Kong Special Administrative Region. She is an ex-officio member of the Executive Council and the Chairman of the Law Reform Commission. Before her appointment as Secretary for Justice in July 1997, Miss Leung was a solicitor in private practice, and had served on various government boards and committees, including the Independent Police Complaints Council, Equal Opportunities Commission, Social Welfare Advisory Committee and Inland Revenue Board of Review. She was a Deputy to the People's Congress of Guangdong Province between 1989 - 1993, and to the 8th National People's Congress between 1993 - 1998.
